The Tor Project has detailed how real-world use is reshaping Tor VPN Beta, an Android application designed to extend Tor’s privacy protections from web browsing to other mobile apps. The limited beta began last fall, and its developers say users in heavily censored regions quickly made internet access and circumvention the project’s most important use case.

Tor VPN Beta differs from a conventional commercial VPN in a fundamental way. Instead of sending every application through one shared tunnel, it assigns a separate Tor circuit to each app. That design is intended to make it harder to connect activity across messaging, social media, email and other services. A searchable Apps screen lets users choose which applications should use Tor routing.

Early testing also exposed a design problem around location controls. People trying to get around blocking sometimes selected an exit location when a Tor bridge was the appropriate tool. The project consequently made users connect to Tor before choosing an exit and has treated fuller exit-selection controls cautiously. The team says an interface mistake in a restrictive environment can create genuine risk, so familiar VPN conventions do not always translate cleanly to Tor’s network model.

Usage patterns have reinforced that priority. The Tor Project reported strong adoption in Iran and Turkmenistan and said the beta is attracting deeper engagement in the Global South than Tor Browser for Android typically does. Development has therefore emphasized circumvention and bridge reliability. An early update added WebTunnel bridges, which disguise Tor connections as ordinary encrypted web traffic to make detection and blocking more difficult.

The application is built on Arti, Tor’s newer implementation written in Rust, rather than the older C codebase. Developers report fewer crashes and improved behavior as network conditions change, although Arti still lacks some performance features, including congestion control, that are available in the established implementation. The underlying work also uses a modular mobile stack centered on Arti and Onionmasq, components that can be reused by other applications.

Distribution and verification are another focus. The team has worked toward reproducible builds, allowing independent checks that released binaries correspond to published source code. Tor VPN Beta is also available through F-Droid as well as Google Play and a direct APK, giving Android users an installation route that does not depend on Google’s store.

The beta remains a developing privacy tool rather than a speed-focused commercial VPN. The Tor Project says future work will improve circumvention, bring more performance capabilities into Arti and refine interfaces that can otherwise confuse people under network restrictions. Its stated aim is a device-level mobile foundation shaped by the people who depend on Tor when ordinary internet access is constrained.
